TL;DR
This proposal asks governance to allow one wallet, controlled by Bumeo, to upload CosmWasm code directly for its two projects, Juris Protocol and LuncSwap.fun (LSF):
terra1m2u2jxsh4z9jyqj8807g6cptaea6mvu50epwt8
- Projects: Juris Protocol brings lending, collateralized borrowing and staking to Terra Classic. LuncSwap.fun (LSF Exchange) is a wallet-connected DEX aggregator and DeFi interface for Terra Classic.
- Why upload rights are needed: To keep both protocols operationally agile and to deploy security fixes and features quickly.
- Scope: This vote covers this wallet only. Every other project is voted on separately.
Feedback is requested before this goes to an on-chain vote.
Background
Since the restriction of CosmWasm code upload, new contract code can only be added with governance approval. That proposal left room for the community to authorize specific deployers later. This thread asks validators and the community to decide on this application on its own merits.
About the projects
Both projects are owned by Bumeo.

Juris Protocol is a decentralized finance protocol on Terra Classic. Lenders supply assets to a pool and earn interest from borrowing activity. Borrowers deposit collateral in a margin account and borrow against it. Depositors in the Liquidation Vault share in collateral liquidations, and JURIS holders can stake for protocol rewards.
According to its documentation, lending, borrowing, the Liquidation Vault and JURIS staking are available, though access controls and market caps can restrict deposits and borrowing. Stablecoins, tokenized real-world assets and payments are on the roadmap, with no launch dates.

LuncSwap.fun, branded as LSF Exchange, is a non-custodial, wallet-connected DEX aggregator and DeFi interface for Terra Classic. Traders can use its native DEX pools and selected external DEX venues, and liquidity providers can manage their positions there. It also gives users access to Juris Protocol’s lending and borrowing markets and the Liquidation Vault.
The website states that Bumeo Capital B.V. operates LSF during the current interim phase. It also states that Juris Protocol DAO LLC is being established and is intended to become the parent organization for the protocol aspects of Juris Protocol and LSF.

14 of this wallet’s 18 uploaded codes are versions of Juris Protocol’s own contracts, and 2 are LSF’s. Each contract’s on-chain code history shows which uploads it has run, oldest to current (current in bold):

This history is the case for direct upload rights. Juris Protocol’s own contracts took 14 uploads, and margin accounts alone have been migrated 5 times. Under the current rule, each of those uploads would need its own 7-day governance vote.
The remaining 2 uploads: 11458 is juris-ping. No contract was found that uses 11331.
Protocol contracts running code from another wallet: the oracle (terra16yle8kwjwfhu6xjdc7qsj552axxnhnx4ltsqtgwhjem5fdgng0nqqysdm5, code 10477) and staking (terra1rta0rnaxz9ww6hnrj9347vdn66gkgxcmcwgpm2jj6qulv8adc52s95qa5y, code 11230), both uploaded by terra16mcjuy5xm9vwnuj0w224qrew9mn7s9zqc42c02.
All protocol contracts above have the same admin.
Who can upgrade them: The admin is the DAO terra1ukaeuw57qrffjmztqjh0kka3wvunv9qv7m5lc9jw36nmsva59yeqd7y06e, named “Bumeo BV – On-Chain Management Juris Protocol” on-chain. It has 3 members with equal voting power, including this wallet, and a 66% threshold, so 2 members can approve a migration. Upload rights alone therefore don’t change a running contract: this wallet uploads the new code, and the DAO must then approve the migration.
The JURIS token (terra1vhgq25vwuhdhn9xjll0rhl2s67jzw78a4g2t78y5kz89q9lsdskq2pxcj2) has no admin and can’t be migrated.
LuncSwap.fun (LSF) contracts
This wallet uploaded the current code of these 2 LSF contracts. Their earlier codes came from terra1hqef0an5j56kxcl6ktmfaq3aegzrvtx72ppe3f.

9913 → 11615 | luncswap_factory |
Who can upgrade them: The factory’s admin is the DAO terra1szk3kcnjghg2mxm0nez4rv57a244ul3vrc7jeqg2upwdhj6clf2q8atjt3, named “Bumeo B.V. – On-Chain Management LuncSwap.fun” on-chain. This wallet created it. It has the same 3 members as the Juris Protocol DAO, and the same 66% threshold, so 2 members can approve a migration.
Why these projects need upload rights
- What will be deployed: Security fixes and features for the Juris Protocol and LSF contracts listed above.
- Expected timeline: No fixed timeline. Code is uploaded as needed.
- Expected upload frequency: No fixed frequency. There is no release cycle, and code is uploaded as needed.
- Why per-upload governance proposals don’t work for these projects: A 7-day governance vote for each upload is not acceptable for protocols that must close security gaps quickly and stay operationally agile. Operating the protocols properly requires fast uploads of security fixes and features.
What this vote does
If it passes:
- The wallet above can upload CosmWasm code without a separate governance vote for each upload.
- Governance can remove the wallet at any time with a later vote.
It does not:
- Allow any other wallet to upload code.
- Change any existing contract.
- Endorse the project or its token, or vouch for the safety of its contracts.
